WASHINGTON �� As several airlines blamed a pilot shortage for cutting service this month, the Government Accountability Office reported mixed findings Friday about whether there would be enough pilots over the next decade.

The GAO found that pay has fallen during the last decade, suggesting that demand hasn't yet outpaced the supply.

But airlines will need roughly 1,900 to 4,500 pilots per year over the next decade, and the GAO found that airlines could have trouble hiring amid tougher training rules as mandatory retirements at 65 thin the ranks.

Despite this demand, the GAO found that pilots might work abroad, in the military or in another occupation for better wages. GAO said 11 of 12 regional airlines contacted were having trouble filling openings, but that mainline airlines weren't.

The market is in a holding pattern until 2 p.m. Wednesday, when the Fed reveals details of this week's FOMC policy meetings, and whether it's ready to begin cutting back on its main economic stimulus program. On Wall Street today, the Dow Jones industrial average (^DJI) edged down 9 points, the Nasdaq composite (^IXIC) fell nearly 6, and the Standard & Poor's 500 index (^GPSC) lost 5 points. The Dow's gainers were led by a pair of companies hiking their dividends. 3M (MMM), which makes everything from Post-It notes to medical equipment, rose 3 percent after increasing its payout by 35 percent. And Boeing (BA) rose 1 percent. It boosted the dividend by 50 percent and announced a big stock buyback. The other big blue chip winner was Visa (V), which gained another 2.5 percent. Its stock is now up 43 percent from a year ago. On the downside, Verizon (VZ), IBM (IBM), McDonald's (MCD) and Microsoft (MSFT) all lost about one percent. Why It Can Be Good to Take Blame in the Office

NEW YORK (TheStreet) -- When troubles arise at the office, it's a pretty good bet someone in management will want to know "what went wrong." While blaming others can make you look bad, taking too much responsibility for a problem can make you look weak. The reality is that failures at work are bound to happen. Our experts weigh in on how to handle them without looking like a tattletale or a pushover.

"You don't want to be the fall guy, but don't want to be a snitch," says Robert Hosking, executive director at staffing firm OfficeTeam. "If you're the manager of a group project that failed, you need to be ready to own up to it and step up to the plate to resolve the issue."

Almost one third -- 30% -- of senior managers said they have accepted the blame at work for something they didn't do, according to an OfficeTeam survey. Out of those, 34% said they took the fall because they felt "indirectly responsible" for the problem, while 28% said they "just didn't want to get others in trouble."

"You can't look like you're trying to deflect," Hosking says. "With that said, if there are 10 people on a project, it wasn't your entire fault -- in most cases it's not cut and dried as to who's most responsible." When a problem needs answers, Ben Dattner, organizational psychologist and author of The Blame Game: How the Hidden Rules of Credit and Blame Determine Our Success or Failure, says it's best to be honest about what went wrong without directly saying "It was her fault," or "It was his fault." If your supervisor continually demands names of responsible parties, Dattner says it's important to answer questions honestly without intentionally throwing your colleagues under the bus. "It's about your intention," Dattner says. "If your boss asks you to describe a series of events, you have to tell the truth. If your colleague didn't get you a report on time and you needed that report to do your job, then you have to simply say, 'No, he didn't send it.'" If you're unsure of the difference between conveying facts and conveying blame, Dattner says to imagine that your co-workers are all listening in as you describe what happened to your supervisor. "Imagine all of your colleagues are in the room with you as you answer these questions," he says. "Don't betray them, but do give an honest account of what happened. Keep stressing to your supervisor the big picture of what went wrong and how you're going prevent it from happening again."

Keep in mind that if a manager wants to know who is responsible, they may not be seeking confrontation -- many times they just want to have a dialogue with whoever made the mistake to ensure the problem doesn't happen again, Dattner says.

"What enlightened managers do is overcome the tendency to rush to judgment and take a mindful, deliberate process to figure out what's going on," he says. "Sometimes they're not looking for someone to blame; it's really more of a good faith effort to figure out what went wrong and how we can fix it moving forward."

Unfortunately, many employees are too quick to place blame on others because they're scared, says Joseph Grenny, co-author of the national best-seller Crucial Conversations: Tools for Talking When Stakes Are High. "When a mistake is made we all go back to when we were 4 years old and we screwed up in kindergarten -- we feel threatened that we're about the be shamed, but this isn't about shame, it's about results," Grenny says. "Forget about who is bad -- shine the light on how we get better results next time." When you're speaking to your supervisor about what went wrong, Grenny says to try something disarming that will help your boss feel more secure that the team can get back on track easily. It may be the best course of action to say something like, "Wow. This didn't work, and it's not acceptable. We're going to make changes next time that ensure we can achieve our mission." Even if you're tempted to blame someone to resolve a situation, Grenny says the fallout can potentially be damaging to your career and create unnecessary hardships with co-workers.

"The real threat is that the people you blame and others you work with can really lose trust in you, so then you have to recover both from the original problem and the damaged trust," Grenny says. "Now it's a question of 'Can I trust your competence, and can I trust your motives?'"

Don't be fooled by a "quick fix" of blaming others, Dattner stresses, even if it seems appealing at the moment.

"It's tempting in the short term, but problematic in the long term," he says. "If you are constantly taking credit for the good things and none of the bad, you will never be able to adequately assess room for improvement, and employees are not going to trust you or want to work with you."

In most cases, the best option for employees and managers is to accept blame and take steps to ensure the problem never arises again, says Joe Utecht, crisis response manager with Ceridian LifeWorks. "Managers need to share responsibility for mistakes," Utecht says. "As a manager you want to people to accept responsibility, grow and learn from mistakes. When you concentrate on behavioral change rather than making a situation personal, you are on the road to creating a great workplace environment. You want your employees to feel good about themselves, feel encouraged and feel empowered so they can help your company improve and succeed and move forward."

    DRII stock hit the market just last year at $16.15 and now trades above $20. Only 3 analysts follow it, and earnings estimates aren't spectacular. FY14 earnings are expected to be 92 cents, down from 96 in FY13 — but they’re also supposed to rise to $1.06 in FY15. The problem with Diamond is its debt structure. In animal studies, APC-200 was an inhibitor of chronic inflammation, also completely inhibiting oxidase mediated high rates of hydrogen peroxide. APC-200 is developed as an oral drug, specifically in appropriate formulations for patients with PCa.

APC-300 is a multi-targeted small molecule therapeutic drug, which demonstrates anti-inflammatory, pro-apoptotic anti-cancer activ ities for prostate cancer patients, including men with metastatic CR-PCa. In pre-clinical in vivo studies conducted, APC-300 demonstrated the ability to inhibit human tumor growth and kill both castrate-sensitive and castrate-resistant human prostate cancer tumors. It also decreased human tumor volumes and suppressed local metastasis in human xenograft models, where malignant human prostate or human melanoma tumor tissue was grafted onto athymic immunosuppressed experimental mice. APC-300 inhibited human androgen receptor protein production in these studies. It also inhibited PSA secretion by human PCa cells, which is a serum marker for human prostate cancer.

New Apple iPhones to be Released on September 20 (AAPL)

Tech giant Apple Inc. (AAPL) announced on Tuesday that the new iPhone 5s and iPhone 5c will be available on Friday, September 20 at 8 AM.

The new phones will be available in the U.S. and 10 other countries. Apple reported that the suggested retail price for the iPhone 5s 16GB will be $199, $299 for the 32GB and $399 for the 64GB. The iPhone 5c will be $99 for the 16GB and $199 for the 32GB.

    Lockheed Martin (NYSE: LMT  ) landed two contracts in Tuesday's list of new Pentagon spending awards -- one large, one not so much.

    The bigger of Lockheed's two contract wins was actually a modification to an existing contract. Lockheed will receive $101.6 million to pay for "re-phasing" a Spacecraft Integration and Test contract to put it in line with new launch dates for a pair of Defense Meteorological Satellite Program, or DMSP, launches, specifically Flight 19 and Flight 20.

Hot Healthcare Equipment Companies To Buy Right Now

With the closing bell having mercifully put this week of trading out of its misery, JPMorgan Chase (JPM) is down 3.31% for the week. As bad as that sounds, it's better than Citigroup's 5.8% loss. Blame it all on the Federal Reserve's big news; but when all is said and done, the central bank may have done investors a huge favor.

In case you missed it
Of course, the big news was Ben Bernanke's Wednesday announcement that the Fed will begin tapering quantitative easing by the end of this year. QE is the central bank's program of $85 billion in bond purchases each month.

Bernanke gave mid-2014 as the target date for the end of the bond purchases, when unemployment is projected to hit 7%. Interest rates will be kept low until unemployment hits 6.5%.

Foolish bottom line
The Fed chairman went out of his way to stress that tapering will occur only if the economic data continues trending positive. Bernanke has clearly not left investors hanging. He's been talking about tapering for months, likely preparing markets for what he knew had to happen: the slow but sure winding down of QE. The Fed couldn't keep expanding its balance sheet at the rate it was going forever.

(NYSE: SPF). The analyst raised the PT on Ryland from $50.00 to $50.50 and lowered the PT on Standard Pacific from $10.00 to $9.50. Compass Point reiterated a Neutral rating on Beazer Homes USA Inc. (NYSE: BZH), Hovnanian Enterprises Inc. (NYSE: HOV), Lennar Corp. (NYSE: LEN), PulteGroup, Inc. (NYSE: PHM), and Toll Brothers Inc. (NYSE: TOL). As of December 31, 2011, the Company provided dialysis and administrative services through a network of 1,809 outpatient dialysis centers located in the United States throughout 43 states and the District of Columbia, serving a total of approximately 142,000 patients. It also provides acute inpatient dialysis services in approximately 900 hospitals and related laboratory services throughout the United States. In addition, as of December 31, 2011, it provided dialysis and administrative services to a total of 11 outpatient dialysis centers located in three countries outside of the United States. On September 2, 2011, the Company acquired CDSI I Holding Company, Inc., the parent company of dialysis provider DSI Renal Inc. In November 2011, the Company announced that its wholly owned European subsidiary, DV Care GmbH, acquired ExtraCorp AG. In January 2012, the Company acquired controlling interest in NephroLife. In September 2012, the Company announced that its new guest services contact center located in Centennial, Colorado was opened. On November 1, 2012, the Company announced the consummation of the merger of HealthCare Partners Holdings, LLC (HCP), with Seismic Acquisition LLC, a wholly owned subsidiary of the Company, with HCP as the surviving entity (the Merger). The Merger, HCP became a wholly owned subsidiary of the Company. In January 2013, the Company acquired nine dialysis centers from Fresenius Medical Care (FMC), provider of dialysis services and manufacturer of dialysis products.

During the year ended December 31, 2011, the Company acquired a total of 178 dialysis centers, eight of which were located outside of the United States, opened 65 new dialysis centers, sold two centers, merged seven centers, and divested a total of 30 dialysis cent! ers in connection with the acquisition of DSI. It also added three dialysis centers under management and administrative service agreements that are located outside of the United States and added one center in which the Company owns a minority equity interest. The Company�� United States dialysis and related laboratory services business accounts for approximately 93% of its consolidated net operating revenues. Its other ancillary services accounted for approximately 7% of its consolidated net operating revenues during the year ended December 31, 2011.

Dialysis and Related Lab Services

As of December 31, 2011, the Company operated or provided administrative services through a network of 1,809 outpatient dialysis centers located in the United States and 11 outpatient dialysis centers located outside the United States that are designed specifically for outpatient hemodialysis. Many of the Company�� outpatient dialysis centers offer certain support services for dialysis patients who prefer and are able to perform either home-based hemodialysis or peritoneal dialysis in their homes. Home-based hemodialysis support services consist of providing equipment and supplies, training, patient monitoring, on-call support services and follow-up assistance. Registered nurses train patients and their families or other caregivers to perform either home-based hemodialysis or peritoneal dialysis.

As of December 31, 2011, the Company provided hospital inpatient hemodialysis services, excluding physician services, to patients in approximately 900 hospitals throughout the United States. It renders these services for a contracted per-treatment fee that is individually negotiated with each hospital. When a hospital requests the Company�� services, the Company administers the dialysis treatment at the patient�� bedside or in a dedicated treatment room in the hospital, as needed. In 2011, hospital inpatient hemodialysis services accounted for approximately 4.5% of its total United S! tates dia! lysis treatments. The Company owns two licensed clinical laboratories, which specialize in ESRD patient testing. These laboratories provide routine laboratory tests for dialysis and other physician-prescribed laboratory tests for ESRD patients. Its laboratories provide these tests primarily for its network of ESRD patients throughout the United States. These tests are performed to monitor a patient�� ESRD condition, including the adequacy of dialysis, as well as other medical conditions. During 2011, it operated or provided management and administrative services to 33 outpatient dialysis centers located in the United States and three outpatient dialysis centers located outside of the United States, in which it either owns a minority equity investment or are wholly owned by third parties. These services are provided pursuant to management and administrative services agreements.

Ancillary services and strategic initiatives

DaVita Rx is a pharmacy that provides oral medications to DaVita�� patients with ESRD. HomeChoice Partners provides personalized infusion therapy services to patients typically in their own. Intravenous and nutritional support therapies are typically managed by registered and/or board-certified professionals, including pharmacists, nurses and dieticians in collaboration with the patient�� physician in support of the patient�� ongoing health care needs. VillageHealth provides advanced care management services to health plans and Government agencies for employees/members diagnosed with Chronic Kidney Disease (CKD) or ESRD. Lifeline provides management and administrative services to physician-owned vascular access clinics that provide surgical and interventional radiology services for dialysis patients. Lifeline also is the owner of one vascular access clinic. DaVita Clinical Research conducts research trials principally with dialysis patients and provides administrative support for research conducted by DaVita-affiliated nephrology practices. DaVita Neph! rology Pa! rtners offers practice management and administrative services to physicians who specialize in nephrology. Practice management and administrative services include operations management, information technology support, billing and collections, credentialing and coding, and other support functions.
